PROVISION MANAGEMENT
Context of the work
In July 2003 the London SEN Regional Partnership published a “Framework to promote high standards for pupils with additional and special educational needs” . The document, which arose from work done in the north-central sub-regional group, set out a three-pronged approach to monitoring and evaluating the use of SEN/AEN resources.
The three elements proposed in the document are
> School self-assessment
> School data profiles prepared by the local authority
> Costed provision mapping
The use of data profiles was at that time less well embedded and during 2003/4 the London SEN Regional Partnership worked with a number of local authorities to develop this approach. A report of that work “A Framework for Inclusive Learning – data profiling” was published by the Partnership in December 2004.
The approach to data analysis outlined in this document subsequently informed the development of the Primary National Strategy’s ‘Leading on Inclusion’ materials and the SEN/Inclusion developments within the DfES/OFSTED “Pupil Achievement Tracker” (PAT) – now merged with the OFSTED PANDA in “RAISEonline”.
Work on the third element of the approach – provision mapping - started in March 2005 and the extension of this work to link with strategies for evaluating and improving provision at a number of levels within the system, took the project into the emerging field of Provision Management.

Development
The Provision Management project was extended into the 2006-7 financial
year to .
> Field test and further refine the guidance materials with any willing
local authorities or their partners
> Provide peer support and challenge for all interested in the development
of integrated processes to support the Every Child Matters agenda.
The West Midlands Regional Partnership and the South-West Regional Partnership joined the project during that time.
Dissemination
A dissemination event was held on 8 March 2007 which was attended by delegates from all three regions.
